Director of Community and Economic Development Nora Larkin said staff are drafting data center, housing overlay and Access Approval Overlay District warrant articles, aiming for a Dec. 15 hearing. Staff also proposed amending Section 6.6, the noise bylaw, citing complaints from the Willard Circle neighborhood near the Beth Israel facility.
