WESTWOOD — The Long Range Financial Planning Committee reviewed a draft debt model for Fire Station 1 and Thurston Middle School. Consultant Granite City Partners modeled current debt at about $7.5 million, roughly 5 percent of the fiscal 2027 expenditure summary, against a 12 percent policy ceiling. Its model assumed a $40 million fire station and a $170 million Thurston project with 30 percent MSBA reimbursement, or $120 million, both at 5 percent over 30 years.
Spread out, fire station borrowing could begin in fiscal 2028 and Thurston around 2031 or 2032. Members called the ceiling slide a risk and asked about inflation. Members voted 7-0 with one abstention to approve April 13 minutes.
